About the NWO Vici
NWO Vici is the top tier of the Dutch Research Council's Talent Programme (Veni, Vidi, Vici) and is widely treated as the seal of a senior research leader in the Netherlands. Funding is up to €1.5 million over five years, covering the applicant's salary and time release, PhD and postdoc positions, materials, equipment under the cap, conference travel, and a bench fee. Eligibility requires a PhD awarded no more than fifteen years before the call deadline, with extensions available for parental leave, long-term illness, military service, or full-time clinical training. The Vici is open to researchers of any nationality, but the project must be carried out at a recognised Dutch knowledge institution. Unlike the Veni and Vidi, an embedding guarantee or tenure-track appointment is not required: NWO accepts Vici applications from researchers irrespective of whether they hold a tenured position, provided the host institution accommodates the project for the full five years. NWO runs the Vici in three separate streams aligned with its scientific domains: ENW (Exact and Natural Sciences), ZonMw (Health Research and Care), and SGW (Social Sciences and Humanities). Each domain runs its own call cycle, panel structure, and review committee. Where the Veni asks "can you become independent?" and the Vidi asks "can you lead a group?", the Vici asks "can you set the agenda for a research field?", and the evaluation weights vision, originality, and track record of training successful independent scientists more heavily than at any earlier stage. Like the other Talent Programme tiers, the Vici requires a mandatory knowledge utilisation paragraph that is explicitly scored. The evaluation is two-stage: a preproposal triage based on a narrative plus CV, followed by a full proposal and interview for shortlisted applicants. The interview is famously the toughest in Dutch academic funding: candidates face a multidisciplinary panel of senior researchers who routinely re-rank applicants on pitch performance, command of the field, and the credibility of the group-building case. Success rates typically sit at 10 to 14 percent overall, the most selective of the three NWO Talent schemes, and Vici laureates are increasingly used by Dutch universities as anchors for full professorships, department chairs, and centre leadership.

Who is eligible?

How to apply
1. Confirm domain fit and call timing
Pick the right NWO domain (ENW, ZonMw, or SGW). Each runs a separate Vici cycle with its own deadline window, panel structure, and institutional pre-selection date. Cross-domain proposals (for example, computational health or environmental policy) need a deliberate routing decision early since domain choice is final after submission.
2. Secure host institution endorsement and senior-appointment commitment
Your Dutch host signs an embedding statement confirming infrastructure, time release from teaching, lab or office space, and the senior-track commitment (chair, centre leadership, department anchor). For Vici the host is also expected to back the longer-horizon agenda: doctoral programme alignment, sustained PhD and postdoc slots, and the institutional resources required for an internationally-leading group. Most Dutch universities run an internal pre-selection or quality check several weeks before the NWO deadline, so start the institutional conversation 4 to 6 months out.
3. Draft the preproposal (~6-7 pages plus CV and track record)
Stage 1 evaluation reads only the preproposal. It must convey the central question, scientific quality, originality, feasibility, the group-building plan, the training-of-independents narrative, and the knowledge utilisation case in a tight format. The Vici preproposal is the highest-leverage writing in the whole application: it determines whether you reach interview at all, and the bar is set against other senior PIs.
4. Submit via ISAAC
NWO's submission portal (ISAAC) closes at the published deadline minute, with no extensions. Upload the preproposal, CV, declarations, host letter, training-track evidence, and any required annexes before the cutoff.
5. Preproposal panel review and rebuttal
External referees produce written assessments; the applicant gets a chance to respond in writing (rebuttal) before the committee ranks proposals and selects the interview shortlist. At Vici level the rebuttal is often decisive: senior reviewers routinely test whether the applicant can engage substantively with critique rather than deflect it.
6. Interview with the domain committee
Shortlisted candidates are invited to a 30 to 45 minute interview at NWO in The Hague (or remote when scheduled): short pitch followed by Q&A from a multidisciplinary senior panel. Pitch performance routinely reshapes the final ranking; in the Vici specifically, command of the field, the credibility of the group-building case, and the ability to defend the agenda against substantive challenge are read as proxies for future field-leadership capability.

What sets winning proposals apart
- ✓Lead the preproposal with the field-defining agenda, not a single research line. Vici panels reward "here is the agenda my group will set for this subfield over the next decade" framing over a tightly scoped 5-year line.
- ✓Make the training-of-independents case explicit. Name former PhDs and postdocs who have moved into independent positions (tenure-track, faculty, group leader). Vague "mentoring strong" claims score worse than a concrete roster of trained scientists.
- ✓Treat the knowledge utilisation paragraph as a real argument. Name the audience (a clinical body, a policy body, a public, an industry), the artefact (guideline, dataset, course, tool, standard), and the route to that audience.
- ✓Plan the group structure explicitly. The Vici committee wants to see a credible doctoral and postdoctoral cohort, mentoring approach, time allocation, and institutional commitment, not just a budget table.
- ✓Use the rebuttal stage. Address each external review point on its own merits with evidence; senior panels at Vici level score deflection harder than at Veni or Vidi.
- ✓Practise the interview pitch out loud at least 15 times in front of senior generalists. The Vici panel is famously decisive on pitch performance and substantive Q&A. Vidi-style pitches (cautious, single-line) read as underambitious for Vici; the strongest pitches lead with a field-shaping question and a clear next-5-years claim.

+Do I need to have held a Veni or Vidi before applying for Vici?
No. Veni and Vidi are not prerequisites. Many Vici winners have never held a Veni, coming in via ERC grants, NWO Open Competition, or other research support. What matters is your track record of independent research leadership, regardless of funding source.

Not without an explicit non-overlap justification. NWO and the ERC actively check for overlap and will require the applicant to choose, restructure budgets, or split the scientific scope. In practice many applicants who win both negotiate a phased start or restructure one of the awards; very few hold the full envelopes in parallel.
+How much of the budget should go to group personnel?
There is no fixed split, but Vici proposals that allocate most of the budget to a credible group (typically 3 to 5 PhD or postdoc lines, plus the applicant's salary coverage and a bench fee) signal field-leadership intent more clearly than proposals dominated by equipment or consumables. Justify every line against the agenda, not against your previous Vidi or ERC setup.
+What if I want to move institutions before or during the Vici?
You can apply for Vici at any Dutch institution where you will be affiliated for the grant period. Many applicants use Vici funding to move institutions, anchor a chair appointment, or negotiate a centre leadership role. The host endorsement letter and the senior-track commitment matter more than your current address.
+How does the knowledge utilisation section work in practice?
You must describe how the research will create societal impact: public engagement, policy work, clinical translation, educational outputs, or industrial collaboration. NWO panels score the section against a clear, named audience, a concrete artefact, and a credible route to that audience. Generic "we will publish" or "we will tweet" answers consistently score in the bottom band at Vici level.

The proposal is written in English. The interview is also conducted in English by default, with the panel comprising senior scientists from across the domain. Dutch is occasionally used in clarification questions but is never required for non-Dutch applicants.
